This is the same trend I saw when reading history: the more expensive and complex the infrastructure is, the more likely the industry will benefit from a series of consolidations.
This often led to monopoly, then the government's antitrust. For example, Standard Oil to Exxon, Mobil, Chevron, and more.
However, it is unclear to me how a government would break up an AI company if it got to this point.
